LONDONDERRY, Northern Ireland — It began with a heavy-handed police raid on a suspected weapons cache, two minutes from Stevie Mallett’s youth club. Some residents responded with stones, gasoline bombs and, ultimately, bullets fired at the police and their vehicles.
